The announcement means there will be a phase-out of all polluting road vehicles within the next two decades. Subject to consultation, the Government’s new Transport Decarbonisation Plan published today also suggests sales of all polluting cars and vans will end by 2035.
The consultation suggests a 2035 phase-out date for vehicles weighing between 3.5 and 26 tonnes.
Meanwhile, sales of models weighing over 26 tonnes will be stopped by 2040.
The Government warns this may be earlier if a faster transition seems feasible.
Transport Secretary Grant Shapps said the new Transport Decarbonisation Plan was “just the start”.
He added: “Transport is not just how you get around. It is something that fundamentally shapes our towns, cities and countryside, our living standards and our health.
“It can shape all those things for good or for bad.
“Decarbonisation is not just some technocratic process. It’s about how we make sure that transport shapes quality of life and the economy in ways that are good.
“It’s not about stopping people doing things: it’s about doing the same things differently.”

The new plan comes as the Government publishes the regulatory framework requiring vehicle manufacturers to improve the fuel efficiency of new cars, vans and HGVs.
This will include consultations on the introduction of a new Zero Emissions Mandate as seen in California.
This will see the manufacturer’s given specified targets on electric vehicle production instead of just meeting emissions targets.
Also announced today is a new 2035 delivery plan, which brings together measures for decarbonising cars and vans.
